War in Ukraine: protecting women and girls

Statement by Council of Europe Secretary General Marija Pejčinović Burić ahead of International Women’s Day 8 March

“As we continue to witness the horrors of war in Ukraine, I urge an agreement on viable humanitarian corridors that are necessary to allow a safe passage from the deaths and destructions of thousands of displaced people – most of whom are women.” And there are children.

With over 1.7 million refugees entering neighboring countries so far, I appreciate the heartfelt solidarity of our member countries, including Poland in particular, as they provide adequate care to refugees.

Let us face the sad fact that war has always been associated with various forms of violence against women and girls. As they try to avoid conflicts, women and girls become even more vulnerable, at risk of violence, sexual assault and rape. Women and girls fleeing conflict need specific support and protection.

The Council of Europe's Convention on the Prevention and Fighting of Violence against Women and Domestic Violence (Istanbul Convention) complements the 1951 Geneva Convention on the Status of Refugees and provides its 35 States Parties with gender-sensitive reception procedures for asylum seekers and Support services need to be developed. The ratification process of the Istanbul Convention should continue without delay.

The Council of Europe stands in complete solidarity with the Ukrainian people, who continue to suffer the continuing bloodshed and suffering of innocent civilians, including women and children. I once again call on the Russian Federation to cease its aggression and return to the path of diplomacy."
