Jamie Eisner of Draft Network lists some of the roadblocks on the landing spot for those who set out to become free agents. If he doesn't return to the Pittsburgh Steelers, he has the Tennessee Titans listed as the favorite to take down Juju Smith-Schuster:

I go on record every time a free agent receiver is mentioned that the Titans should always at least kick the tires. Smith-Schuster is better than every receiver on the roster named AJ. Not there. Brown or Julio Jones. They should be absolutely interested.
That being said, the Smith-Schuster they already have is a bit redundant. That's a big receiver that can work under. What they really need is a guy who can move the field. Smith-Schuster is not that guy.
I'd be interested in that as a piece of overhauling the receiver room. At that point he would probably need to move on from Zuillo and still draft or sign a man who could stretch the field.
