Miller was arrested in the village of Margarita shortly after midnight on Monday and charged with disorderly conduct and harassment. Miller was released after paying $500 in bail.
Quiocho said that hours later, police kicked Miller out of a Hilo property after a resident asked police for advice on removing two housegates from his property.
According to court records, the two men filed a petition on Tuesday seeking a temporary injunction order against Miller for that incident.
The petition states that Miller barged into their bedroom and threatened them.
The couple's petition accuses Miller of stealing some of their belongings, including a passport and wallet.
Miller's agents and lawyers did not immediately return messages seeking comment on Tuesday.
Hostel owner Terry Prekasky said the couple let Miller live with them in a hostel.
He said that when he arrived about five days earlier, he had no idea who Miller was until the other guests wanted to take their pictures with the actor.
"He's friendly and he makes people feel good," Prekasky said. "He's not a snob. He takes pictures with people."
Miller's Instagram says he likes the pronouns he/she does. Prekaski said he was not aware of it.
She said she didn't know what happened between Miller and the couple. Another friend drove Miller to the volcanic field, he said.
Miller, who has been credited as the first LGBT person to play a lead role in a major superhero film, played the hyper-verbal outcasts in the big ("Fantastic Beasts and Where to Find Them") and short ("We Need To") films. "Talk About Kevin" and "The Perks of Being a Wallflower").
